The Performance Management Programme:
The PHO Performance Management Programme (PMP) is a voluntary programme that has been designed by primary care representatives, DHBs and the Ministry of Health. The objectives of the programme are to improve the health of enrolled populations. to reduce inequalities in health outcomes through supporting clinical governance and to reward continuous quality improvement processes within PHOs.
Improvements in performance against a range of nationally consistent indicators will result in incentive payments to PHOs. Some district-specific indicators may be added to support DHB initiatives. PHO-specific targets are set for each indicator, which take into consideration local circumstances.
The national indicators tend to reflect current health sector priorities e.g. one of the ten current national health targets is that 95% of two-year olds will be appropriately vaccinated; hence, this is currently a PMP indicator.

Capitation Enrollment and Registration Processes:
The Ministry of Health has recently updated information relating to PHO patient enrollment processes.
The Ministry's primary requirement of any practice is to achieve and provide accurate data for their enrolled as well as casual patients. As the calculation of capitation funding is derived from the data captured at source by the practice, it is imperative that processes and systems are in place to maximise the completeness and accuracy of the data associated with the individual.
